Job Summary

The Climate Resilience Adviser under the Climate Justice, Food and Water Systems (CJWFSN) Pillar has advisory role in ensuring quality design and implementation of NAGAASHO and support CARE Somalia's programs largely for effective in positively impacting the wellbeing of vulnerable women and girls in Somalia. Precisely, this role involves coordination of NAGAASHO project specially on climate and resilience components across the consortium members, ensuring that plans under the project are aligned with the Somalia Country strategy 2024-30, and delivering on time and to organization and donor standards.

The Climate and Resilience Adviser has overall responsibility for several NAGAASHO activities technically supporting the inception to implementation and close out phases. Also, S/he tailors program/portfolio reflecting thorough understanding of team capacities, organizational priorities, resources, partner needs, and operational/technological context as NAGAASHO project has number of consortium members with diverse challenging operational regions.

The Climate and Resilience Adviser collaborates with the NAGAASHO Consortium Coordinator and CJWFSN Pillar Coordinator to inform and guide program development and advancement of organizational strategic directions. S/he works together with the Program Quality and Development Team to ensure that learning from the project is used to continually improve, and develop new, strategies, tools and approaches that will proactively address root causes of vulnerability and have a beneficial impact in the lives of Somalia's most vulnerable individuals.

Job Responsibility 1: Program Development, Climate Innovation and Management: 30%

  • Develop, drive and lead the technical guidelines for the Climate Domian under NAGAASHO Project ensuring the program activities are aligned with its objectives as well as that of Climate Justice, WASH, Food Security and Nutrition Pillar in Somalia, based on the country Strategy, taking advantage of CARE's experiences in implementing large scale resilience Programs in Somalia

  • Implement the Climate Justice, Food and Water Systems Pillar operational document contributing to the implementation of the program strategy and the overall Country Office strategy.

  • Collaborate with in-country colleagues, to ensure integration of all programs through Sequencing, Layering and Integration (SLI) and in the development of the program guidelines

  • Ensure the use of evidence and learning to influence power holders at all levels to change their policies and practices.

  • Ensure that the entire NAGAASHO Project cycle, especially the Climate Domain, is managed effectively, in close collaboration with the Economic and Social domains.

Job Responsibility 2: Technical Leadership and quality assurance: 30%

  • Provide technical leadership and oversight as the Climate and Resilience Adviser within the NAGAASHO project, ensuring the development of detailed and context-specific implementation plans in collaboration consortium partners, relevant local government authorities, and community structures.

  • Ensure all climate and resilience related activities adhere to established standards and technical specifications and are aligned with CARE’s resilience framework and DANIDA’s climate justice and adaptation priorities.

  • Support and lead the development of Community Action Adaptation Plans (CAAPs) ensuring those plans are tailored to the community priorities, ensuring they are community-driven, technically sound, translated into local languages, and accessible to target communities.

  • Use a Community-Driven Resilience approach to develop and validate CAAPs, ensuring these plans are linked with district, regional and national preparedness and mitigation frameworks.

  • Strengthen Village Development Committees and Early Warning and Early Action Committees to actively engage in the development, implementation, and periodic review of community adaptation strategies.

Job Responsibility 3: NAGAASHO partners Capacity Building, Learning and Technical Support : 25%

  • Design and deliver structured training programs for consortium partner staff on climate resilience, adaptation planning, and disaster risk reduction—tailored to both programmatic and operational needs.

  • Develop and disseminate user-friendly climate tools and guidance materials, including templates for Community Adaptation Action Plans (CAAPs), climate risk assessments, contingency planning, and climate-sensitive programming.

  • Conduct joint technical review workshops and learning sessions to build a shared understanding of CARE’s Climate Justice framework, the Community-Driven Resilience (CDR) approach, and integration of climate adaptation across thematic sectors

  • Provide one-on-one coaching and mentorship to technical focal points within partner organizations to enhance their leadership in implementing community-based climate adaptation initiatives.

  • Coordinate regular capacity assessments and technical gap analyses across consortium partners, using findings to inform ongoing support plans and targeted capacity-strengthening interventions.

  • Foster cross-learning and south-south knowledge exchange among consortium members by organizing exposure visits, joint field missions, and documentation of best practices and case studies.

Job Responsibility 4: Country Office Climate technical support 10%

  • Ensure that communication materials are developed according to donor guidelines, maintaining the visibility of the ABE program.

  • Represent the AEA project at meetings and events, as needed, to communicate progress and collaborate with stakeholders.

  • Facilitate clear and effective communication with consortium partners and other relevant stakeholders on the ABE component of the AEA project.

  • Assist in the creation of materials that showcase the achievements and needs of the AEA program

Other responsibilities as assigned: 5%

Qualifications Education:

Masters degree in Earth Sciences, Climate Science, Social Justice, Disaster Management, Development studies, Environmental studies or Food Security & Livelihoods

Desired:

  • Experience in a humanitarian context within the UN common system or other comparable international organization is desirable.

  • Proficiency in written and spoken English and Somali is desired

  • Strong communication, collaboration, teamwork, interpersonal, and cultural competency skills.

Required Experience/Technical Skills

  • A minimum of five years of technical experience in climate services, participatory approaches, and climate risk assessment.

  • Proven knowledge of climate dynamics, weather forecasting, climate services provision, climate information generation, climate adaptation options in agriculture and water resources management

  • Experience of working in a consortium, coalition or partnership settings in community based climate resilience programming in the Horn of Africa, preferably with Somalia experience.

  • Strong interpersonal and communication skills, and demonstrated ability to working with multiple stakeholders.

  • Strong focus on innovation and learning, and proven ability to facilitate learning amongst a varied group of actors.

  • Strong proven experience and technical capacity in monitoring, evaluation and measuring of impact of livelihood and/or resilience programming in Somalia context
